Trickle Down Protectionism?


We have witnessed grand announcements being made during the budget speeches over all these years. But the schemes announced have hardly brought about any significant transformation in the speed or direction of the economy. The budgets cannot be in isolation of the emerging world economic scene, but need to focus on structural priorities in the context of changing global economic regime. After more than three decades of globalization and free-trade regime, major world economies are shifting towards more and more protectionism, local job creation and reduced imports (barring China, which is still vigorously advocating globalization and free-trade for obvious reasons). At such a time, domestic budget should be focusing more on the changed priorities and needs of our own economy. Thankfully, this budget seems to have taken care of the emerging shift in the world economic order. Our priorities at the present juncture are macroeconomic stability, skill development employability and job creation, infrastructure and institutions.

The present government has focused commendably on the macroeconomic stability. Our CAD is low, inflation moderate and fiscal deficit moderate. However we have failed to contain revenue deficit, which should now be the priority. Our various efforts and schemes for skill development and job creation have yielded no results so far. Crores of youth are entering the already large pool of unemployed persons year after year with hardly any jobs on hand. We are thus creating a demographic time-bomb which can explode anytime. [BIGGEST CHALLENGE OF INDIA WHICH REMAINS UNMET] The government has taken right steps in the infrastructure sector. The focus is on roads construction, railways and minor ports. The emphasis on affordable housing is welcome, but much more needs to be done in this area. The reduction in government ownership of PSUs should be aimed at improving governance. Change in management, if and where required, should be initiated, accountability needs to be fixed. PSU banks need urgent recapitalization. Government should not lose its focus on this. बीते अनेक वर्षों के दौरान हमनें बजट भाषणों में बड़ी-बड़ी घोषणाओं के दौर देखे हैं, परंतु घोषित योजनाओं ने भारतीय अर्थव्यवस्था की दिशा और गति में कोई बहुत बड़ा बदलाव किया हो ऐसा दिखाई नहीं दिया है। किसी भी देश का बजट उभरते वैश्विक अर्थव्यवस्था परिदृश्य से पृथक होकर नहीं बनाया जा सकता बल्कि इसका केंद्रबिंदु विश्व के बदलते आर्थिक परिदृश्य के परिप्रेक्ष्य में संरचनात्मक प्राथमिकताओं पर होना चाहिए। तीन दशकों से अधिक समय के वैश्वीकरण और मुक्त-व्यापार शासन के बाद विश्व की प्रमुख अर्थव्यवस्थाएं एक बार फिर से संरक्षणवाद, स्थानीय रोजगार निर्माण और आयात में कमी पर केंद्रित होती जा रही हैं (केवल चीन के अलावा, जो अभी भी वैश्वीकरण और मुक्त-व्यापार की पुरजोर पैरवी कर रहा है, परंतु इसके कारण स्पष्ट हैं)। ऐसे समय में घरेलू बजट को बदलती प्राथमिकताओं पर और हमारी अर्थव्यवस्था की आवश्यकताओं पर अधिक केंद्रित होना चाहिए। सौभाग्य से ऐसा प्रतीत होता है कि वर्तमान बजट ने बदलते वैश्विक आर्थिक परिदृश्य को ध्यान में रखा है। वर्तमान समय में हमारी प्राथमिकताएँ हैं स्थूल आर्थिक स्थिरता, कौशल विकास, रोजगार क्षमता, अधोसंरचना और संस्थाएं

वर्तमान सरकार ने स्थूल आर्थिक स्थिरता पर काफी ध्यान दिया है। हमारा चालू खाता घाटा अल्प है, मुद्रास्फीति मध्यम स्तर पर है, और राजकोषीय घाटा भी नियंत्रित है। हालांकि हम राजस्व घाटे को नियंत्रित कर पाने में असफल हुए हैं, और अब यही हमारी प्राथमिकता होनी चाहिए। कौशल विकास और रोजगार निर्माण के लिए निर्मित हमारी विभिन्न योजनाओं ने अपेक्षित परिणाम नहीं दिए हैं। प्रति वर्ष करोड़ों युवा पहले से ही बड़े बेरोजगार समूह में शामिल हो रहे हैं जिनके लिए नौकरियों की संख्या नगण्य है। इस प्रकार, हम एक ऐसा जनसांख्यिकी बम निर्माण कर रहे हैं जिसका विस्फोट कभी भी हो सकता है। अधोसंरचना क्षेत्र में सरकार ने सही कदम उठाए हैं। सदल निर्माण, रेलवे, और छोटे बंदरगाहों पर अधिक ध्यान केंद्रित किया जा रहा है। सस्ते आवास को दिया गया महत्त्व स्वागतयोग्य है, परंतु इस दिशा में अभी काफी काम करने की आवश्यकता है। सार्वजनिक क्षेत्र के उपक्रमों में सरकार के स्वामित्व को कम करने का लक्ष्य इनके शासन में सुधार का होना चाहिए। जहाँ कहीं भी आवश्यक हो वहां प्रबंधन में परिवर्तन किया जाना चाहिए, और उनकी जवाबदेही तय होनी चाहिए। सार्वजनिक क्षेत्र की बैंकों को तुरंत पुनः पूंजीकरण की आवश्यकता है। सरकार को इस संबंध में अपना ध्यान शिथिल नहीं करना चाहिए। भारतीय अर्थव्यवस्था के प्रारूप को वस्तु और सेवा कर कैसे बदल देगा, पढ़ें यहाँ
