Opinion remains sharply divided over whether retired Indian military officers should enter politics or not.
Retired Army Officers and Politics
The Indian military is a venerable force, largely non-corrupt, upright and willing to defend India come what may. They command great respect across India.In recent past, high ranking officers have been entering politics, post-retirement. This is not a light issue, as the principles of the two institutions are widely different and may clash.What should a military officer do post-retirement? Fade away slowly or enter politics? Unfortunately India doesn’t have a neutral political platform for such officers but Australia and Britain do – “Crossbenchers”. Members of the Crossbenchers group may be former public servants or retired leaders of the Armed Forces etc., and bring their expertise in a non-partial way to the political arena.
The military officers (military = Army, Navy, Air Force) have a system of beliefs and principles. Both existing and retired cannot detach themselves from the same.There are strong emotional issues – those who are presently serving in the Forces may think that the retired officer has compromised on his principles. After all, Indian politics is a very complex, and often-compromised, artform! Indian military has been totally apolitical so far. That boundary gets slightly blurred when officers join politics. Military works on the foundation of a strong doctrine – protect India no matter what. It can either destroy a target or be hit by enemy. There are no grey areas, only black and white. It is the reverse in politics. India is facing dangerous strategic games in its neighbourhood. The politicians, not well-versed in the art of military, will need military advisors to guide them. भारतीय सेना एक सम्मानित बल है, जो सामान्यतः गैर-भ्रष्ट, ईमानदार, और किसी भी स्थिति में भारत की रक्षा के लिए तैयार है। देश भर में उनकी बहुत अधिक इज्जत है। हाल के दिनों में सेना के उच्च-पदस्थ अधिकारी सेवा निवृत्ति के बाद राजनीति में प्रवेश करते रहे हैं। यह कोई हलके में लेने वाला मामला नहीं है, क्योंकि इन दोनों संस्थाओं के सिद्धांत काफी अलग हैं और इनमें आपस में टकराव हो सकता है। सेवा निवृत्ति के बाद किसी सैन्य अधिकारी को क्या करना चाहिए? खामोशी से कालबाह्य हो जाए या राजनीति में प्रवेश करे? दुर्भाग्य से भारत में ऐसे अधिकारियों के लिए कोई तटस्थ राजनीतिक मंच उपलब्ध नहीं है परंतु ऑस्ट्रेलिया और ब्रिटेन में ऐसे मंच मौजूद हैं - “क्रॉसबेन्चर्स”। क्रॉसबेन्चर्स समूह के सदस्य पूर्व लोक सेवक हो सकते हैं या सशस्त्र सेनाओं के सेवा निवृत्त नेता इत्यादि हो सकते हैं, और वे राजनीतिक रंगमंच पर अपनी विशेषज्ञता गैर-पक्षपातपूर्ण ढंग से लाते हैं।
सैन्य अधिकारियों में (सेना = थलसेना, नौसेना, वायुसेना) मान्यताओं और सिद्धांतों की एक व्यवस्था होती है। और विद्यमान और सेवा निवृत्त, दोनों प्रकार के अधिकारी अपने आपको इनसे अलग नहीं कर सकते। अनेक तीव्र भावनात्मक मुद्दे भी हैं - जो लोग अभी सेवा में हैं वे यह सोच सकते हैं कि सेवा निवृत्त अधिकारी ने अपने सिद्धांतों के साथ समझौता कर लिया है। क्योंकि भारतीय राजनीति एक अत्यंत जटिल और अक्सर समझौतावादी कला रूप है ! अभी तक भारतीय सेना पूरी तरह से गैर-राजनीतिक रही है। अतः जब इसके अधिकारी राजनीति में प्रवेश करते हैं तो वह सीमा कुछ हद तक धुंधली हो जाती है। सेना मजबूत सिद्धांत की नींव पर कार्य करती है - चाहे कुछ भी हो जाए भारत का संरक्षण करो। या तो वह एक लक्ष्य पर अचूक निशाना लगा सकती है या उसे शत्रु की गोली का शिकार होना पड़ सकता है। इसमें कोई संदेहास्पद स्थिति नहीं होती, यह केवल काला या सफेद होता है। राजनीति में इसका ठीक उल्टा होता है। भारत अपने पड़ोस में खतरनाक सामरिक खेल का सामना कर रहा है। राजनेता, जो सैन्य कला में माहिर नहीं होते, उन्हें मार्गदर्शन करने के लिए सैन्य सलाहकारों की आवश्यकता होगी [ अधिक जानकारी के लिए बोधि संसाधन पृष्ठ देखें ] भारत में सेवा निवृत्त फौजियों का एक मजबूत संगठन है जिसका नाम है “भारतीय सेवा निवृत्त सैन्य कर्मी - आईईएसएम” परंतु यह भी राजनीतिक दलदल में फंस गया है (वर्ष 2014 की रेवाड़ी रैली, उसमें भाजपा का संवाद, जंतर-मंतर के विरोध प्रदर्शन, ओआरओपी मुद्दा इत्यादि)।
