How to make Indian economy tick again


GST is coming, and DeMo has happened. Budget 2017 for FY 2018 is Modi government’s last chance to bring in reforms to stamp out corruption and truly destroy the black economy. After this, it will be election mode. The global economic environment is suddenly turbulent, and more direct tax reforms are needed. The Finance Ministry has 3 pluses to work on (a) Higher fiscal space available due to DeMo, (b) Greater indirect tax collections, (c) Recommendations of FRBM à Can use these to announce major public capital expenditure. For the government, there are five focus areas(1) Infrastructure and Housing, (2) Employment, (3) Exports, (4) Cashless economy, (5) E-commerce. (1) Infrastructure and Housing – India needs $ 1000 billion till 2023-24 for infra and housing demand. Government will need to bridge the funding gap through innovative methods, and bond market development. (2) Employment – The scene is not good at all. More than 10 lac young people enter workforce each month.
Unless a drastic change in skilling and education is achieved, we won’t be able to realize the Demographic Dividend. (3) Exports – Indian exports have grown poorly for many years now. Additional problems are costly logistics and poor productivity. If our manufacturing falters, then growing demand (consumerism) will only help foreign companies and  our trade deficit will grow. Our saviours will be Defence and MSME sectors. (4) Cashless payments – As per eTaal website [ http://etaal.gov.in/ ], electronic transactions are growing manifold. It is the right moment for us to take the big leap by right incentivisation.  [Refer eTaal documents on Bodhi Resources page] (5) E-Commerce – Incentivising e-commerce companies and employees in a big way is a sure way of generating entrepreneurship and wealth.

जीएसटी आने वाला है, और विमुद्रीकरण हो चुका है। और 2017 का वर्ष 2018 के लिए प्रस्तुत होने वाला बजट मोदी सरकार के लिए सुधार लाने का और सच्चे अर्थों में भ्रष्टाचार और काले धन को नष्ट करने का अंतिम अवसर है वैश्विक आर्थिक वातावरण अचानक ही उथल-पुथल वाला हो गया है, और अधिक प्रत्यक्ष कर सुधार आवश्यक हैं काम करने की दृष्टि से वित्त मंत्रालय के पक्ष में तीन बातें हैं (ए) विमुद्रीकरण के कारण उपलब्ध अधिक राजकोषीय स्थान, (बी) अधिक अप्रत्यक्ष कर संग्रहण, (सी) एफआरएमबी की सिफारिशें à इनका उपयोग प्रमुख सार्वजनिक पूंजीगत व्ययों की घोषणा के लिए किया जा सकता है सरकार के लिए ध्यान केंद्रित करने के पांच क्षेत्र हैं (1) अधोसंरचना और आवास क्षेत्र, (2) रोजगार, (3) निर्यात, (4) नकदविहीन अर्थव्यवस्था, (5) ई-वाणिज्य (1) अधोसंरचना और आवास क्षेत्र - अधोसंरचना और आवास की मांग की पूर्ति के लिए भारत को वर्ष 2023-24 तक 1000 अरब डॉलर की आवश्यकता है। निधीयन की खाई को पाटने के लिए सरकाकर को अभिनव पद्धतियों, और बंधक-पत्र बाजार विकास का अवलंब करना होगा (2) रोजगार - इस क्षेत्र का परिदृश्य बिलकुल भी अच्छा नहीं है। देश में प्रतिमाह 10 लाख युवा श्रम बल में प्रवेश करते हैं।

जब तक कि कौशल और शिक्षा के क्षेत्र में व्यापक स्तर पर आमूल-चूल परिवर्तन नहीं किया जाता तब तक हम जनसांख्यिकी लाभांश का लाभ नहीं उठा पाएँगे (3) निर्यात - भारतीय निर्यात वृद्धि पिछले लंबे समय से कमजोर रही है। इसकी अन्य समस्याएँ हैं महंगा परिवहन और कमजोर उत्पादकता। यदि हमारा विनिर्माण क्षेत्र कमजोर रहता है तो बढती मांग (उपभोक्तावाद) केवल विदेशी कंपनियों के लिए ही सहायक होगी और हमारा व्यापार घाटा बढेगा। हमारे रक्षक होंगे रक्षा क्षेत्र और सूक्ष्म, लघु, मध्यम उपक्रम (एमएसएमई) क्षेत्र  (4) नकदविहीन भुगतान - ईताल वेबसाइट के अनुसार इलेक्ट्रॉनिक लेनदेन बहुत अधिक संख्या में बढ़ रहे हैं। सही प्रोत्साहन के माध्यम से बड़ी छलांग लगाने की दृष्टि से यह सही अवसर है [ ईताल दस्तावेजों के लिए बोधि संसाधनों का संदर्भ लें ] (5) ई-वाणिज्य - बड़े पैमाने पर ई-वाणिज्य कंपनियों और कर्मचारियों को प्रोत्साहित करना उद्यमिता और संपत्ति निर्माण का सुनिश्चित तरीका है
