WTO and TFA
The World
Trade Organisation came into being on 01-January, 1995. It has gone through
a long and difficult journey of several rounds of trade talks, and in Feb.
2017, the first-ever global Trade
Facilitation Agreement (TFA) was ratified by 2/3 of the 164 member nations.
India had ratified it on 22 April 2016, and China on 04 September 2015. The
World Trade Organization (WTO) (HQ : Geneva, Switzerland) is the only international organization dealing
with the global rules of trade between nations. Its main function is to
ensure that trade flows as smoothly, predictably and freely as possible i.e. promotion of multilateral trade through

Hence, reducing tariffs is the first
objective, but bureaucratic delays and
“red tape” are other big barriers for moving goods across borders for
traders. Trade facilitation refers to the simplification, modernization and
harmonization of export and import processes. WTO members concluded
negotiations at the 2013 Bali
Ministerial Conference on TFA, which entered into force on 22 February 2017
following its ratification by two-thirds of the WTO membership. Traders from both developing and developed
countries have faced vast amounts of “red
tape” that exists in moving goods across borders. Documentation

compounded by a lack of cooperation

The
TFA contains provisions for (a) expediting the movement, release and clearance of goods, including
goods in transit, (b) setting out
measures for effective cooperation between customs and other appropriate
authorities on trade facilitation and customs compliance issues, (c) provisions for technical assistance
and capacity building. The full implementation
of the TFA can reduce trade costs by an average of 14.3% and boost global trade
by up to $1 trillion per year, with the biggest gains in the poorest
countries. For the first time in WTO history, the requirement to implement the
Agreement is directly linked to the capacity of the country to do so. A Trade
Facilitation Agreement Facility (TFAF) has been created to help ensure
developing and least-developed countries obtain the assistance needed to reap
the full benefits of the TFA. The United
Nations Conference on Trade and Development (UNCTAD) estimated that an
average customs transaction involves 20–30 different parties, 40 documents, 200
data elements (30 of which are repeated at least 30 times) and the re-keying of
60–70 per cent of all data at least once. With the lowering of tariffs across
the globe, the cost of complying with customs formalities has exceeded the cost

- India's proposal on Services Trade facilitation to WTO
- India wants a much-smoother services trade regime. India's stand - a formal proposal for an agreement on trade facilitation in services - has been submitted by India. The Committee on Trade in Services of the WTO has to take it up. India has proposed measures including clarity in work permits and visas, simplification in rules of temporary stay, rationalisation of taxes, fees and charges and sorting out social security contribution issues for short-term workers, among others. Ideally, India wants negotiations on this paper in the WTO MC at Buenos Aires, December 2017, but US and Canada have issues with some aspects.

विश्व व्यापार संगठन की स्थापना 1 जनवरी 1995 को हुई। यह व्यापार चर्चाओं के अनेक लंबे और कठिन चक्रों से होकर गुजरा है, और फरवरी 2017 में पहले वैश्विक व्यापार सुगमता अनुबंध (टीएफए) की प्रतिपुष्टि 164 सदस्यों में से दो-तिहाई सदस्य देशों द्वारा की गई। भारत ने इसकी प्रतिपुष्टि 22 अप्रैल 2016 को की थी, जबकि चीन ने इसकी प्रतिपुष्टि 4 सितंबर 2015 को की थी। विश्व व्यापार संगठन (डब्लूटीओ) (मुख्यालय: जिनेवा, स्विट्जरलैंड), विभिन्न देशों के बीच वैश्विक व्यापार के नियमों को संभालने वाला एकमात्र अंतर्राष्ट्रीय संगठन है। इसका मुख्य कार्य यह सुनिश्चित करना है कि व्यापार का प्रवाह जितना अधिक से अधिक संभव हो उतना सहज, निर्बाध, अपेक्षानुसार और मुक्त रूप से हो सके। अर्थात व्यापार बाधाओं को कम करना और इसके माध्यम से बहुपक्षीय व्यापार का संवर्धन करना। महत्वपूर्ण आंकड़ें एक चित्र में देखें, यहां।
अतः, प्रशुल्क कम करना इसका पहला उद्देश्य है, परंतु व्यापार के लिए वस्तुओं और माल को सीमा पार पहुंचाने के लिए नौकरशाही द्वारा किये जाने वाले विलंब और ’’लालफीताशाही’’ (रेड टेप) अन्य बड़ी बाधाएं हैं। व्यापार सुगमता का अर्थ है आयात और निर्यात प्रक्रियाओं का सरलीकरण, आधुनिकीकरण और समानीकरण (अनुकूलीकरण) करना। विश्व व्यापार संगठन के सदस्य देशों ने टीएफए पर बातचीत की प्रक्रिया वर्ष 2013 में बाली में हुए मंत्री-स्तरीय सम्मेलन के दौरान पूरी कर ली थी, और इसके दो-तिहाई सदस्य देशों द्वारा इसकी प्रतिपुष्टि करने के बाद 22 फरवरी 2017 से यह प्रभावशाली हो गया। विकसित और विकासशील, दोनों प्रकार के देशों के व्यापारियों ने माल को सीमा पार पहुंचाने की प्रक्रिया में मौजूद भारी “लालफीताशाही” का सामना किया है। आवश्यक दस्तावेजों में अक्सर पारदर्शिता का अभाव होता है और इनका बड़े पैमाने पर दोहराव होता है, और यह समस्या अधिकारियों और व्यापारियों के बीच सहयोग में कमी के चलते और अधिक बढ़ जाती है। सूचना प्रौद्योगिकी उपकरणों के बावजूद स्वचालित डेटा प्रस्तुतीकरण आसान और सहज नहीं है। इस टीएफए के बारे में ओईसीडी क्या सोचता है, देखें यहां
टीएफए में निम्न के लिए प्रावधान हैं - (ए) मार्गस्थ माल सहित वस्तुओं के प्रवाह, निर्गमन और मंजूरी की गति बढ़ाना, (बी) व्यापार सुगमता और सीमा-शुल्क अनुपालन पर सीमा-शुल्क और अन्य उचित प्राधिकारियों के बीच प्रभावी सहयोग के लिए उपाय योजना बनाना, (सी) तकनीकी सहायता और क्षमता निर्माण के प्रावधान। टीएफए का संपूर्ण क्रियान्वयन व्यापार लागतों में औसत 14.3 प्रतिशत की कमी कर सकता है और वैश्विक व्यापार में प्रति वर्ष 1 खरब डॉलर की वृद्धि कर सकता है, जिसके प्रमुख लाभ गरीबतम देशों को होंगे। विश्व व्यापार संगठन के इतिहास में पहली बार समझौते के क्रियान्वयन की आवश्यकता संबंधित देश की ऐसा करने की क्षमता के साथ सीधे जोड़ी गई है। विकासशील और न्यूनतम विकसित देशों को टीएफए के सभी लाभ प्राप्त करने के लिए आवश्यक सहायता प्राप्त हो सके यह सुनिश्चित करने के लिए एक व्यापार सुगमता अनुबंध सुविधा (टी.एफ.ए.एफ) निर्मित की गई है। संयुक्त राष्ट्र व्यापार एवं विकास सम्मेलन (यूएनसीटीएडी) ने आकलन किया है कि एक औसत सीमा-शुल्क लेनदेन में 20-30 विभिन्न पक्ष, 40 दस्तावेज, 200 डेटा तत्व (जिनमें से 30 कम से कम 30 बार दोहराए जाते हैं) और संपूर्ण डेटा के 60-70 प्रतिशत को कम से कम एक बार पुनः कुंजीयन (री-कीइंग) करना शामिल है। विश्व स्तर पर प्रशुल्कों में कमी होने के साथ ही सीमा-शुल्क औपचारिकताओं के अनुपालन की लागतें भुगतान किये जाने वाले शुल्क की लागत से कहीं अधिक हो गई हैं। विश्व व्यापार संगठन पर सभी प्रासंगिक रिपोर्ट्स आप बोधि संसाधन पृष्ठ से डाउनलोड कर सकते हैं।

- सेवा व्यापार सुगमता पर भारत का डब्ल्यूटीओ को प्रस्ताव
- भारत एक अधिक सुगम सेवा व्यापार व्यवस्था चाहता है। भारत का पक्ष - सेवाओं को सुगम बनाने हेतु अनुबंध पर एक औपचारिक प्रस्ताव - एक दस्तावेज में पेश किया जा चुका है। विश्व व्यापार संगठन की सेवा व्यापार समिति इस पर चर्चा करेगी। भारत ने अनेक प्रस्ताव दिए हैं जिनमें वर्क परमिट और वीसा में पारदर्शिता, अस्थायी निवास नियमों में सरलता, कर सरलीकरण, एवं अल्प-अवधि कर्मचारियों हेतु सामाजिक सुरक्षा योगदान जैसे मुद्दों पर सुझाव दिए गए हैं। आदर्श रुप में, भारत इस सुझाव पत्र पर दिसंबर २०१७ में ब्यूनस आयर्स में होने वाली सभा में चर्चा चाहता है, किन्तु अमेरिका और कनाडा ने कुछ आपत्तियां उठाई हैं।
