The curious case of Chief Ministership


The post of state governors has always been a matter of intense controversy and debate over the last couple of decades, be it regarding their appointment by successive governments of their actions thereafter. The current political crisis in Tamil Nadu is no exception. The actions of the Governor (or lack of it), howsoever unbiased, are creating suspicions in the mind of one of the political camps. Ideally, the election of the Chief Minister of a state should be done by the elected representatives of the majority party, and the governor should play no role in it. In the Tamil Nadu crisis (Feb 2017 onwards), there was no reason for the governor to first show his preference and make that as a factor in the choice of the chief minister. The best course for him should be to convene the assembly and ask it to elect its leader. A lot has also been said about India’s democratic system being run by political parties with no inner party democracy. Almost all political parties in India exhibit this culture, including the AIADMK. Here, the governor should play a positive role to make amends rather than to add up to the democracy deficit. भारत में राज्यों के राज्यपालों का पद बीते अनेक दशकों से लगातार विवादित और बहस का विषय बना हुआ है, फिर चाहे वस् उनकी नियुक्ति का प्रश्न हो या उनके द्वारा किये जा रहे कार्यों का प्रश्न हो। तमिलनाडु का वर्तमान राजनीतिक संकट भी इसका अपवाद नहीं है। राज्यपाल की कार्यवाही (या उसका अभाव) भले की कितना निष्पक्ष हो, एक राजनीतिक गुट के लिए वो संदेहों से पर नहीं है। आदर्श रूप से राज्य के मुख्यमंत्री का चुनाव विधानसभा में बहुमत दल के निर्वाचित सदस्यों को करना चाहिए और राज्यपाल को इसमें किसी प्रकार की भूमिका नहीं निभानी चाहिए। तमिलनाडु के वर्तमान राजनीतिक संकट में राज्यपाल के लिए कोई कारण नहीं है कि वे पहले अपनी पसंद दिखाएं और फिर उसे ही मुख्यमंत्री के चयन का आधार बनाएं। उनके लिए सर्वश्रेष्ठ मार्ग यह है कि वे विधानसभा का अधिवेशन बुलाएं और विधायकों को सडन के नेता का चुनाव करने दें, जिसे बाद में मुख्यमंत्री घोषित करें। इसके बारे में भी काफी बहस हुई है कि भारत की लोकतांत्रिक शासन व्यस्था का संचालन ऐसे राजनीतिक दलों द्वारा किया जाता है जिनमें स्वयं आतंरिक लोकतंत्र का पूर्ण अभाव है। अन्ना द्रमुक सहित लगभग सभी राजनीतिक दलों की स्थिति इससे भिन्न नहीं है। यहाँ राज्यपाल को लोकतांत्रिक खामियों को बढाने के बजाय उन्हें पाटने का प्रयास करना चाहिए। भारत का लोकतंत्र तभी स्वस्थ और जीवित रह पाएगा। राजनीति की बदलती प्रवृत्तियों पर एक बोधि पढ़ें यहाँ
