Budget 2017-18 : Agriculture Sector Perspective


Union Budget 2017-18 once again primarily focused on the rural economy and the agriculture sector. The budget gave a push to reforms in agricultural marketing. Proposed new model law on contract farming is on the anvil. Funding for crop insurance [Pradhan Mantri Fasal Beema Yojana] (PMFBY) has been increased from Rs.5,500 crore to Rs.9,000 crore. The crop insurance coverage area has been increased from the existing 30% to 40%. [Refer Bodhi Resources for downloads] Agriculture credit disbursement target has been raised from Rs.9 trillion to Rs.10 trillion. This would help more farmers to avail agriculture loans. [1 trillion = 1 lac crores]

An allocation of additional Rs.20,000 crore has been given to NABARD for the long term irrigation fund. Rs.5,000 crore allotted for setting up dedicated micro irrigation fund. Assistance would be provided to rural entrepreneurs to set up soil testing labs in the Krishi Vigyan Kendras. Rs.19,000 crore support would be provided to NABARD to enable it to bring co-operative banks under core-banking platform. A Dairy Development Fund of Rs.8,000 crore would be set up under NABARD. The main feature of the budget is that all allocations made for the agricultural sector are in the form of funds to be created under institutions like NABARD. This would allow the government to use these funds for the government schemes for the agriculture sector. बजट 2017-18 : कृषि क्षेत्र परिप्रेक्ष्य


एक बार फिर इस वर्ष का बजट मुख्य रूप से ग्रामीण अर्थव्यवस्था और कृषि क्षेत्र पर केंद्रित है। यह बजट कृषि विपणन में सुधारों को बढ़ावा देने वाला है। अनुबंध कृषि के लिए आदर्श कानून का प्रस्ताव है। कृषि बीमा (प्रधानमंत्री फसल बीमा योजना) के लिए निधीयन में वृद्धि की गई है। इसे 5.500 करोड़ रुपये से बढाकर 9,000 करोड़ रुपये किया गया है। फसल बीमा आवरण क्षेत्र में भी वृद्धि करके इसे विद्यमान 30 प्रतिशत से बढ़ाकर 40 प्रतिशत किया गया है। (बोधि संसाधन पृष्ठ से डाउनलोड करें) कृषि ऋण वितरण के लक्ष्य को 9 खरब रुपये से बढाकर 10 खरब रुपये किया गया है। इससे अधिक किसानों को कृषि ऋण उपलब्ध कराया जा सकेगा। (एक खरब = 1 ट्रिलियन = 1 लाख करोड़)

दीर्घकालीन सिंचाई कोष के लिए नाबार्ड को 20,000 करोड़ रुपये का अतिरिक्त आवंटन किया गया है। समर्पित सूक्ष्म सिंचाई कोष के गठन के लिए 5,000 करोड़ रुपये आवंटित किये गए हैं। ग्रामीण उद्यमियों को कृषि विज्ञान केन्द्रों में मृदा परीक्षण प्रयोगशालाओं की स्थापना के लिए सहायता प्रदान की जाएगी। सहकारी बैंकों को कोर बैंकिंग मंच पर लाने में सहायता के लिए नाबार्ड को 19,000 करोड़ रुपये की सहायता आवंटित की गई है। नाबार्ड के तहत 8,000 करोड़ रुपये मूल्य का डेरी विकास कोष स्थापित किया जाएगा। इस बजट की मुख्य विशेषता यह है कि कृषि क्षेत्र को किये जाने वाले सभी आवंटन नाबार्ड जैसी संस्थाओं में विभिन्न कोषों की स्थापना के माध्यम से ही किये जाएँगे। इससे सरकार इस राशि का उपयोग अपनी कृषि योजनाओं में भी कर पाएगी। कृपया आर्थिक समीक्षा एवं केंद्रीय बजट के पीडीएफ दस्तावेज हेतु बोधि संसाधन पृष्ठ पर जायें।
